This program has been phased in at ports and facilities throughout the country since October 2008 and the mandatory compliance date for our facilities in New York and New Jersey is March 23, 2009.

Understanding that the application process is lengthy and many drivers were not initially aware of the new regulations, and as a result of a recent change in regulations after March 23rd TWIC holding drivers/company representative will no longer be able to escort their non-TWIC holding personnel into our terminal without attending a facility orientation and MTSA training class. In addition to this change, on March 23rd, 2009 we will be implementing an escort fee of $75.00 per escort (USD) for all non-TWIC holding drivers requiring access to our secured and restricted areas. The purpose of this charge is to encourage all drivers entering our terminal to become compliant with the Federal regulations to minimize the unnecessary risk of fines from the USCG. Please note that the need for an escort may cause delay in processing of cargo and that escorts are not always readily available at a moments notice. The fee will be collected at sign-in and only cash or company check payable to American Stevedoring Inc. will be accepted as valid forms of payment and are to be paid at the customer service window only. Also when signing in, drivers will be required to show their driver's license. An escort will meet the driver at his/her vehicle and bring him/her into our facility. Drivers with out a TWIC that do not pay the escort fee will not be granted an escort at American Stevedoring Inc.

Any fines imposed by Federal or State authorities for those wondering away from there escort in a restricted area will be will be passed back to the line.

If you are an importer or receiver of cargo please notify your trucking companies of this policy so that they are not unaware. We wish to make this transition to full compliance smoothly and are confident that with your help and support very few misunderstandings or problems will arise.

For general questions about TWIC, registration centers, and requirements, please visit www.tsa.gov/twic or call the TWIC information line @ 866-DHS-TWIC

copy courtesy of Sefco Export Management Company, Inc.

Security procedures at US Ports and beyond...
...are constantly changing to reflect the uncertain security environment.

International shippers and anyone involved with sending cargo/real property that will cross an international border - need to get up to speed with the nature and frequency of these charges.

Sefco recommends reading the Journal of Commerce, long known as the leading "newspaper of record" for the shipping industry.
